School redistricting down to one proposal

After a long process triggered by the eventual closing of Liberty Elementary, school officials have narrowed the latest round of redistricting proposals to one each for elementary, middle and high school boundaries.

Oldham County School District officials presented the narrowed down plans to the school board at their monthly meeting on Monday, taking the map drawing out of the district’s hands and into board member’s. The final proposals largely affect the northeast corridor of Oldham County, from Westport to the Henry County line. 

The most changes come at the elementary level because the district is reducing from 10 elementary schools to 9 with the closing of Liberty at the end of this school year.

The majority of students who normally would have attended Liberty will be split between Buckner Elementary, which will grab most of Liberty’s eastern district, and Harmony Elementary, which grabs most of the western half.

Three elementary districts, Goshen, Kenwood Station and Crestwood, did not receive any changes because officials have a rule limiting them to one redistricting during a student’s career at a school. When the proposed Brownsboro Elementary becomes a possibility again, those schools will all be affected, which is why they were left alone this time.

At the middle and high school levels, school officials once again moved students in the northeast portion of the county, from the North Oldham campus district to the Oldham County campus in Buckner.

Mike Williams, the lead official in charge of redistricting for the school district, said the changes at the middle and high school levels were made so that students in northeastern areas could travel on the same buses as their elementary counterparts.

“The reason this occurs is the transportation issues,” Williams said. “We have to take that into account.”

But the neighborhoods in that section of the county moving from North campus to Oldham County campus voiced their displeasure at the district for changing their district affiliations.

“I’m disappointed and upset,” Laura Conway, a resident of Sycamore Run, said of the new plans. “My child goes to Liberty and we have being looking forward to going to North for 10 years. I feel blindsided and I went to the forums.”

Conway said she and her neighbors had not been vocal about the redistricting proposals until recently because she believed from the previous options that her neighborhood would remain in the North district.

School officials said they didn’t want to send elementary students to Buckner, then to North for their middle and high school years to keep the current feeder system intact.

Other residents from Sycamore Run and Oldham Hills Farm said they didn’t care to be split from the normal feeder system, because they were invested in the North Oldham schools already.

“I feel very strongly about (North),” Jill Turner said. “Our families have been North for 10 years and we want to remain North.”

Glenn Hurley, an Oldham Hills Farm resident, said he spoke with his three children before the meeting about the possibility of moving to Oldham County and got a strong reaction.

“I have three students at North Middle School and they would be disappointed if they were sent to Oldham County,” he said. “They were adamant about not going to OC.”

Superintendent Will Wells said the district would allow 5th, 8th or 12th graders to remain at their current school next year, as it has with past redistricting proposals. And Wells also said he had discussed with school board members re-opening the North campus to district transfers as a possible remedy to those neighborhoods concerns.

School board members were largely quiet about the final plan, although vice-chair Kevin Woosley said he appreciated the school district keeping the feeder schools together.

And chair Joyce Fletcher said while the plan is the final proposal from the school district, the board still has the ability to redraw the lines.

“This is a superintendent’s report and the board is still open to constituent input and our own lofty ideas,” she said.

The board may vote on the final redistricting proposal at their October meeting or leave it for its originally scheduled vote in November.
