By the time this column goes into print, the final hours of the 2008 regular session of the Kentucky General Assembly will have passed.During the 10-day recess that preceded the General Assembly’s adjourning sine die, the governor had the opportunity to review all legislation that had been approved by both the House and the Senate and either sign the bill into law or exercise his veto power.The free conference committee on House Bill 406, the Executive Branch budget, met for five long days before reaching a compromise between the House and Senate versions.
